Downtown Commercial Rehab Program

The “2013 Downtown Commercial Rehab Program” is a new “GRANT” program that will go into effect in Jan. 2013! This is the type of program we have discussed locally for many years. Our downtown business buildings need some attention. Prior to this there has been little assistance available to take on the type of repairs that are needed for buildings that are, in come cases, over 100 years old. Repairs and maintenance of commercial buildings can be very expensive.

The purpose of this program is to foster the revitalization of downtown business districts by providing funds for the rehabilitation of privately-owned commercial buildings.  Rehabilitation will be limited to improvements of the exterior of buildings (including roofs), abatement of asbestos hazards, lead based paint issues and the correction of code violations. The grant hearing I attended in Topeka included some discussion of also including foundations since they are just as important as roofs when it comes to the health and well being of a building.

The maximum grant award will be $250,000 and at least 25% of the project must come from private funds.  Each applicant will be limited to ONE Building and the project must qualify under the slum and blight National objective.  Applications will be taken on an Open-Window basis from Jan. 1, 2013 through Dec. 10th, 2013.

The Grant must be applied for, on behalf of the property owner by the City, which must also declare the building as a “Blighted or Slum” building, in order for it to qualify….

The Application Rating System will be as follows:

Past efforts of Community to revitalize their downtown commercial district  = (20 Points)
Scope of work and impact of building on commercial district                      = (25 Points)
Financial capacity and business experience of property owner                    = (20 Points)
Business Plan for reuse of building                                                              = (25 points)
Readiness of owner to proceed with project                                               = (10 points)

                                                                                 TOTAL                   = 100 points

Beloit Open for Proposals for North Campus Development Area

The Beloit City Council has given their approval to a formal RFP (Request for Proposals) and is moving forward with plans to foster development on what is known as the "North Campus" development area along US Highway 24 and Walnut Street in Beloit.

The City is now ready to begin accepting proposals. The RFP document has been posted online here.

Copies of the plat are also available. The area has been broken into three types of zoning. Commercial zoning has been established along US Highway 24. The most remote portion of the property has been set aside for single family residential development. The mid-section of the property has been zoned "mixed use" which will allow for multi-family housing and light commercial use.

Two More Construction Projects Begin


Two more construction projects started this week. Jeff Roberg and Schroeder Building both cleared their lots and began dirt work in the Solomon Valley Business Park. Both will be putting up new commercial buildings this Summer.

At the same time the expansion project at the Super 8 Motel next to the business park continues and Sunflower Manufacturing is putting up a new building along Highway 24 in Beloit.

New Pocket Brochure Out This Week

We will be sending out our new "pocket brochure" this week to update everyone on what is happening in Mitchell County, Kansas. The brochure leads into our preparations to begin marketing the North Campus Development area. This area will include several prime commercial lots along U.S. Highway 24. It also has a large area zoned for multi-family residential housing and light commercial development. Plus there is a more secluded area set aside for single family housing.


We have a committee that is currently working on a request for proposals for these properties. They anticipate having everything ready to begin advertising in June (2012).


The North Campus Development area is part of the property the City of Beloit received just a few years ago when the state of Kansas closed the former Beloit Juvenile Correctional Facility for girls. Since that time the community has worked through several committees to develop the plans for housing and commercial development on the vacant land.


The buildings on the old correctional facility campus are also being utilized. The communities largest daycare and after school program provider occupies two buildings on the campus. USD 273 has the former girls school and gymnasium. The City and County Law Enforcement Center has been moved to the former lock down facility. Next month the Port Library will be moving into the former cafeteria building. It has been remodeled to serve as the community's new library facility.


The Super 8 Motel is nearing completion on their expansion project this year. In the nearby Solomon Valley Business Park, Maverick Development moved in a building on their lot. Racer Tech is expected to begin construction this Summer and Schroeder Building plans to break ground on their lot any day now.


We have a new business that will be breaking ground later this year across the Highway from the Super 8 Motel. Just down the road on the southeast edge of Beloit, Sunflower Manufacturing is putting up a new building along Highway 24.


In Glen Elder, KS Farmway CO-OP has been working on their rail car loading and grain handling facilities.


Overall there continues to be a wide variety of business and construction activity in Mitchell County and we have more projects on the horizon. Pictures of the various projects can bee found on our Facebook page for Mitchell County Community Development.

Construction Activity

Construction activity continues in Mitchell County, Kansas. We have been working to document the many projects underway at this time. We have been adding pictures to our Mitchell County Community Development Facebook page to help keep up with the changes that are occurring in our communities. You can see that page HERE.
The new Rail Car and grain handling facility improvements are underway in Glen Elder. The Crown Homes development is nearly finished as City of Beloit crews are constructing the new street. Sunflower Manufacturing is putting up a new building on Highway 24 on the southeast edge of Beloit.

Construction is just beginning on a new walking trail. A parking lot is being added to the North Campus area where the Law Enforcement Center, USD 273 and Early Learning Center are already in place.

Unemployment Rate Low/Construction High



The latest report from the Kansas Department of Labor shows unemployment in Mitchell County at 3.4% in January 2012. This is lower than any of our neighbors in the contiguous counties of Jewell, Osborne, Lincoln, Cloud and Ottawa counties which are all over 4%. The Department of Labor has published a map demonstrating unemployment rates, county by county, across the state.

Employers in Mitchell County are still trying to hire new people and manufacturers are expanding and facing increasing demand for their products.

New construction and new business investments continue to add up in Mitchell County. Construction continues on the addition to the Super 8 Motel. A small warehouse building has been moved into the Solomon Valley Business park, the additional warehouse facility at Thompson's OK Tire is being completed, the new Law Enforcement Center is open now, a new front is being added to the Solomon Valley Building Center, Sunflower Manufacturing is putting up another building, the Library construction project is underway and two more buildings will begin construction soon on the Solomon Valley Business Park.

On top of all this crews are making great progress on the new swimming pool, new water lines on the west side of Beloit and new cooling towers for the City Power Plant.

Three of the new homes in the Crown Homes Addition are nearing completion. A total of 9 homes are included in this project.

Economic Investments Continue to Grow

Mitchell County Community Development began working with local businesses in 2004 and since that time we have documented 68 success stories including 34 new businesses and 34 expansion projects. New Businesses have included a small trucking company (Griffith Transportation, a custom cabinet shop in Tipton, KS. Simpson Farms which is an Apache sprayer dealership in Beloit, small restaurants, a coffee shop, private fitness center, florists, chiropractors and an auto dealerships. We have also worked with a company called Old School Seals that manufactures wax seals for formal letters and invitations that now calls Tipton, KS their home.

Several multi-million dollar projects have bloomed over the years with Farmway COOP and their rail car loading facility in Glen Elder, KS plus their steps to add several types of large grain storage facilities in Glen Elder and Beloit plus a new Distribution Facility on Highway 24 in Beloit.

We have worked with Carrico Implement, Fin-Kool (a custom machine shop), Fouts Insurance, Solomon Valley Home Center, Sunflower manufacturing and Great Plains Manufacturing on expansion projects including a new Research and Development Facility for Sunflower manufacturing just a couple of years ago.

We have worked with developers on large housing projects such as the development of the Porter House Apartments project in downtown Beloit and our most recent project with Manske & Associates with the Crown Homes development in the Ackerman Addition of Beloit.

We now have 4 lots sold in our business park. Three of those within the past year. As a result of that we are getting three businesses....Racer Tech, Midway Development and Schroeder Building and Cabinets.

Thompson Tire Company and Super 8 Motel are also working on expansions right now. This Spring we will have at least 7 commercial construction projects underway simultaneously.

In 2005 we created a county-wide Neighborhood Revitalization Plan to encourage more investment in both residential and commercial construction. As a result we have over $41.7 million in construction projects approved through this program.

From October 15,2006 to January 15, 2012 there were 158 projects approved under the Neighborhood Revitalization Program in Mitchell County, KS. This includes 50 commercial construction projects and 84 residential construction projects and 24 ag facilities.

In the future we are looking to open up new opportunities for commercial development along Highway 24, open a new housing development area, a new restaurant is expected to open soon at the junction of Highways 24 & 14 and efforts are underway to bring a couple of new businesses into the downtown business district in Beloit.

Efforts are also underway to recruit new residents to the community through the Rural Opportunity Zone program introduced last year by the state of Kansas. We are also reaching out to recruit residents to fill positions with local employers. Plus we are working to encourage the state to assist with more "work force" housing programs to aid developers in constructing wage appropriate housing for our local workforce.

Investments being made today will help our community continue to move forward in the future.

Neighborhood Revitalization Program Pushes $35 M Mark

Nearly $35 million in construction projects have been approved through Neighborhood Revitalization Program. The county-wide program is designed to encourage construction and development in Mitchell County through the offer of a tax rebate on improvements that are made to a property.
The program applies to new construction and renovation projects. It is also available for both commercial and residential construction.
The county-wide program began in October 2006. From that time to October 2011 a total of $34.9 million in construction has been approved. In the most recent cycle of the program from October 15, 2010 to October 15, 2011 there was nearly $11.5 million in projects approved.
Applications for the program are available at the Mitchell County Appraisers office.

Unemployment Numbers Continue to Drop

Unemployment figures continue to improve in Mitchell County and the surrounding area. According to the Kansas Department of Labor unemployment in Mitchell County in December was down to 3.1 percent. That compares to 3.9 percent in Cloud County, 3.7 percent in Jewell County; 5.5 in Ottawa County; 4.2 in Lincoln County and a statewide average of 5.9 percent.

The unemployment rate of 3.1 percent in Mitchell County in December is down from 3.5 percent in November and 4.7 percent in December of 2010.
